Meet 46 y/o married (former) Gwinnett County, GA Assistant District Attorney (prosecutor) Christopher Quinn.  That’s his mug shot below….




Mug shot?  But he’s a prosecutor?  Did we miss something?  Did we make a mistake? Nope.  But Chris did though.  He made a big mistake, a bad decision, and one that will likely cost him his job and maybe his marriage….



Chris was one of 56 people who were caught in the net of a large-scale prostitution sting operation.



The sting operation was reportedly sparked by an anonymous tip (it’s always  an anonymous tip…) advising that two (2) “high-end” escort services were operating out of apartment complexes in Dunwoody and Atlanta.  One of the underground brothels, reportedly known as “Gold Club”, was being run out of Savannah, GA at the Park Place Apartment homes on Perimeter Center East, which is, ironically (or conveniently, depending upon your vantage point) located just across the street from the Dunwoody Police Department.




The other escort service, reportedly known as “Lipstick and Shoes”, was housed in another residential building in Dunwoody and two other housing complexes in Atlanta.  Police reportedly placed hidden cameras in one of the buildings, capturing hours of illicit activity at those locations and a December 29th, 2016 resulted in 56 arrests, including female sex workers ranging in age from 18 to 44 (four (4) of who’s mug shots appear below).


Chris was not arrested “in flagrante delicto” (although, presumably he was identified by way of video recording) but he did turn himself in to Dunwoody Police on Tuesday, January 17th, 2017, reportedly being booked on a misdemeanor charge of “pandering” as well as being accused of violating the felony RICO (racketeering) statute.  




I have two (2) thoughts:  1)  Why on Earth does Georgia use the term “pandering” for what I understand to be “solicitation” (I mean apart from the fact that it’s Georgia…)? The “pandering” statute (which you can read by clicking here) says that A person commits the offense of pandering when he or she solicits a person to perform an act of prostitution in his or her own behalf or in behalf of a third person or when he or she knowingly assembles persons at a fixed place for the purpose of being solicited by others to perform an act of prostitution.”  This makes no sense to me.  If I were Chris’ lawyer then I would employ “the Chewbacca Defense” on this charge (you can view “the Chewbacca Defense” by clicking here).  




2)  Just as Chris’ lawyer (Noah Pines, Esq.) aptly opined, unless Chris is a principal who was somehow involved in the mechanics of the criminal enterprise (above and beyond being a mere “John”, er, “Chris”), WTF are the cops and the DA thinking in charging him with RICO?  I wholeheartedly agree with Mr. Pines that the racketeering allegations against his client as “far overreaching”, and that customers who merely pay for sex are not part of a racketeering enterprise.  Note that this does not mean that Chris is not guilty of either solicitation (er, “pandering”… I will probably never get used to that) or of being a hypocrite.




Chris’ superior, Gwinnett County District Attorney Danny Porter, reportedly limited his comments about Chris’ arrest to his being aware of, and “not pleased about it.”, and that Chris has been placed on paid suspension pending the outcome of an internal investigation. 
Memo to the Folks:  One day we, as a society, will evolve to the point where we recognize that criminalizing behaviors such as prostitution is wasteful, counter-productive and stupid.  I am not talking about human trafficking or sexual slavery… I mean consenting adults agreeing to a simple transaction:  Sex for cash.  People do it legally all the time (they just call it dating or having an affair… but in either event it’s still really just “pay for play”), and criminalizing it helps no one.  Cops could be dealing with non-consensual crimes, courts could be handling plenty of other matters and prosecutors (like Chris) could be paid for doing the people’s business (i.e. his job) and still be permitted to conduct his own personal business transactions as he sees fit.  This prurient mentality is outdated.  Prostitution is an industry waiting to be regulated and taxed.  It creates jobs, contributes to commerce and keeps people happy, satisfied and less likely to commit other offenses out of frustration.  After all…
